Fans have worked out Carl's message in the latest video.

    I thik neither Bree nor Carl are aware that they've been sending these codes. This has been scripted by someone else, probably Alex.

    Possibly, but isn't the Order aware of Alex's ties to Bree and what's left of the Resistance? They're either incredibly confident in her allegiance to them, or terribly stupid to let her write the script for Bree's HofO recruitment vids.

    there is also a tag of "TCC" per Taylor in the in-character chat. TCC appears to be initials of whoever is sending these messages.
