    The document title "DOMESTIC PRIVATE 001993" might refer to a tax-exempt foundation as in this article http://findarticles.com/p/articles/mi_m2893/is_2_25/ai_n16017053

    The words under the title are very hard to make out, but might be "INSTRUCTIONS ON INVESTMENT PRIORITIES"
