    Here's the thing. I don't think Lee will actually let the Order get the software. He wants revenge on Gavin and Tariq, but I really don't think he'll let the software fall into the wrong hands. (Putting aside for the moment the question of who are the "right" hands for such software.) He could always move the software so the Order's clue is useless.
